The landlord who rented Environmental Protection Agency Administrator Scott Pruitt a $50-a-night condo in a prime location near the U.S. Capitol did not have a license to rent out a room, the consumer affairs agency for Washington, D.C., has determined.

“This lease is deeply suspicious,” said Bryson Morgan, a private attorney who served as investigative counsel at the U.S. House of Representatives Office of Congressional Ethics from 2013 to 2015.

Mr. Morgan is an attorney in Caplin & Drysdale’s Political Law Group in Washington, D.C.
