Mortimer Caplin and Other Former IRS Commissioners File Brief With D.C. Circuit in Preparer Oversight Case

Mortimer M. Caplin, founder of boutique law firm Caplin & Drysdale, is among five former IRS commissioners who filed an amici brief with the D.C. Circuit in support of the government's appeal of a district court decision that declared tax return preparer oversight regulations invalid, arguing that Treasury has the authority to regulate the conduct of tax return preparers.  The amici curiae are former Commissioners of Internal Revenue:
