The Wall Street Journal quotes Bryson B. Morgan on the easy access that members of Congress and their staffers have to tickets and suites for college games. Handing out these tickets on the hill is not only the norm, but legal since public universities are exempt from ethics law banning gifts to congressional officials.  "Universities have an advantage in the lobbying game because of these tickets," said Mr. Morgan. "A president's box is a pretty effective place to make a pitch. Getting one-on-one time with a member of Congress is pretty hard. Yet if you give a member of Congress a ticket to a suite, you can get three to four hours of incredibly valuable time."
