Meghan Biss and Sharon Want Comment on New Exempt Organizations Director at IRS in Tax Notes

An IRS official who has served in various positions at the agency for more than 10 years has been chosen to head the office that oversees tax-exempt organizations.

Meghan Biss of Caplin & Drysdale said that in 2013, after the IRS was accused of using inappropriate criteria to screen conservative groups’ exemption applications, she and Malone worked to help the new EO leadership at the IRS implement procedures to improve the processing of exemption applications.

“During that time, Rob was always willing to take on challenging issues, and he adeptly used his private practice background to inform the decision-making process,” Biss recalled. “I trust that Rob will bring this same combination of EO technical know-how, operational savvy, and sensitivity for taxpayers to his role as EO director.”

Sharon Want, also with Caplin & Drysdale, said she and Malone worked together at the IRS on a project involving technically difficult and highly sensitive cases.

“Rob was a great partner — curious, smart, and instinctively sympathetic to both the taxpayers and the EO tax practitioners,” Want said. “With those qualities, Rob could be a great EO Division director.”
