Caplin & Drysdale's extensive legacy in the tax community began in 1964 when Mortimer M. Caplin, a former IRS Commissioner under Presidents Kennedy and Johnson, founded the firm in Washington, D.C. Mr. Caplin, who recently turned 100, was the first and only IRS Commissioner able to convince a sitting president to visit the IRS. During his time as Commissioner, Mr. Caplin also oversaw the installation of the agency’s first computer systems and launched the “New Direction” of tax administration with three main objectives: (1) better service to taxpayers; (2) vigorous but reasonable enforcement, and (3) curbing of abuses.
