Internal Revenue Service criminal investigators in Los Angeles are pioneering the use of data analytics techniques to identify local and regional tax noncompliance cases in an effort that could serve as a model for local offices across the country.

Like Song, Mark Matthews, a Member of Caplin & Drysdale. who served as CI's chief from December 1999 until the middle of 2002, said CI needs to do more to find cases. He pointed to declining civil audit and fraud referral rates.

“From what I have seen, their approaches are innovative and well-designed to find potential tax fraud, but it will take several years to determine whether this will generate good criminal cases,” Matthews said.
