While Marathon disclosed the deal in a Foreign Agents Registration Act filing, Arusy hasn’t registered as a foreign agent himself, which three Washington lawyers who reviewed disclosure filing said they found unusual. “This filing is peculiar,” Matthew Sanderson of Caplin & Drysdale, who advises clients on foreign lobbying law, wrote in an email to PI. “If the ‘research and communications consulting’ work performed by Global Impact Services is registerable, that firm must register under FARA as a subcontractor to KGL.”
