An internationally agreed-upon freeze on digital levies may continue to thaw even if countries meet their impending deadline to sign a related treaty for new corporate tax rules, in part because the accord faces a hazy path to formal ratification.

According to Peter Barnes, Of Counsel at Caplin & Drysdale, the international tax community has lost five years in which it could have worked on harmonizing DSTs, including the base and how the tax is collected.
"I think as long as we keep pretending that Pillar One is going to pass, we're losing that opportunity to sit down together and harmonize the DST in a way that would, frankly, benefit taxpayers and tax administrators," he said.
