Meghan R. Biss, who joined Caplin & Drysdale in 2018 after a 10-year career at the IRS, including as senior technical adviser to the director of EOs, said that Lough stepped in as TE/GE commissioner during a challenging transition.
“She focused tirelessly on reviewing and updating procedures across TE/GE,” Biss said. “She supported her employees and initiated changes meant to improve how TE/GE operated. Her ability to oversee complex changes was clearly recognized when she was appointed as the head of the Tax Reform Implementation Office.”
For those who have worked closely with Lough, her new appointment comes as no surprise, Biss said. “It is the culmination of years of dedicated service, experience across many areas, and a passionate commitment to improving the IRS,” she said.
