The now-defunct political action committee, Playoff PAC, was another prominent critic. It sent 13 legal complaints to the Internal Revenue Service and filed 213 public records requests that raised questions about interest-free loans, high salaries, lobbying payments and perks.
 
Matt Sanderson, a founder, said the Fiesta Bowl scandal became the symbol of lavish bowl spending. An investigation found numerous transgressions, including an expense of more than $1,200 for a night at a strip club and a charge of more than $33,000 for the executive director's birthday party.
 
"If anything, the B.C.S. has stunted college football's growth," Sanderson said. "It has succeeded in spite of the B.C.S., not because of it."
